Vice Chancellor signs Institutional Cooperation Agreement between School of Social Sciences (SSS) and National Institute of Public Administration (NIPA), NIPA Headquarters, Lusaka, Wednesday 5 September, 2018
On Wednesday 5th September, 2018 the Vice Chancellor, Prof. H.C. Ng’ambi and Ambassador Professor R.M. Mukwena, Executive Director of the National Institute of Public Administration (NIPA) signed an Institutional Cooperation Agreement (ICA) whose core aim is to enhance cooperative synergies between the School of Social Sciences and NIPA in research and academic programming. The Institutional Cooperation Agreement envisages enhanced collaboration in the design and delivery of Public Administration and Management programmes that are more innovative and responsive to the needs of the Public Sector in the 21stcentury.
In his welcome remarks, NIPA Executive Director, Ambassador Professor R.M. Mukwena enthusiastically welcomed the signing of the Institutional Cooperation Agreement by observing that it would elevate collaboration between NIPA and Mulungushi University to the level of a Strategic Partnership. The NIPA Chief Executive Officer concluded his remarks by observing that the nation is facing a broad range of formidable developmental challenges, and that the Institutional Cooperation Agreement between NIPA and the School of Social Sciences offers an appropriate framework to craft relevant responses to these challenges
In her statement, the Vice Chancellor, who was accompanied by the Dean of the School of Social Sciences; Dr. N.M. Mulikita, observed, ‘there is broad recognition that as the government of the Republic of Zambia resolutely moves to implement its grand national development blueprints; most notably the 7th National Development Plan (SNDP), Vision 2030, and National Decentralization Policy, institutions that supply human capital such as NIPA and Mulungushi University must be more proactive and innovative in responding to the Government’s Agenda of Action’.
The Vice Chancellor further added that, ‘NIPA and Mulungushi University have decided to enter into this agreement because it will generate cooperative synergies to support the government in implementing the National Agenda of Sustainable transformation and development’.
Professor Ng’ambi also solemnly declared that, ‘development is not just a matter of projects and statistics, but an issue of citizens’ genuine aspirations for food and water security, medical care, access to quality public services etc.’, she further observed that, ‘For impactful and sustainable development to be put into motion, there must be a paradigm shift in regard to how institutions like Mulungushi University and NIPA mould human capital to be frontline agents of development’
